किंतु विकट दशा मे इस प्रकार की सरकार भी कोई भी नीति निर्णय ले सकती है ।

घर की दशा बहुत खराब थी।

इस दशा मे केन्द्र राज्यों को धन व्यय करने हेतु निर्देश दे सकता है

इसी दशा में वे सदैव रहेंगे न उनकी यातना हल्की की जाएगी और न उन्हें मुहलत ही मिलेगी
Under which they will live and their suffering will neither decrease nor be respite for them
इसी दशा में वे सदैव रहेंगे न उनकी यातना हल्की होगी और न उन्हें मुहलत ही दी जाएगी
Remaining in it forever their punishment will not be lightened nor will they get any respite

दोनों पक्षों की उपमा ऐसी है जैसे एक अन्धा और बहरा हो और एक देखने और सुननेवाला क्या इन दोनों की दशा समान हो सकती है तो क्या तुम होश से काम नहीं लेते
The example of the two groups is like one being blind and deaf and the other seeing and hearing are they equal in condition So do you not ponder
बल्कि बात यह है कि हमने उन्हें और उनके बाप दादा को सुख सुविधा प्रदान की यहाँ तक कि इसी दशा में एक लम्बी मुद्दत उनपर गुज़र गई तो क्या वे देखते नहीं कि हम इस भूभाग को उसके चतुर्दिक से घटाते हुए बढ़ रहे है फिर क्या वे अभिमानी रहेंगे
Nay but Ourselves gave these and their fathers enjoyment of days until their life had lasted long while upon them What do they not see how We come to the land diminishing it in its extremities Or are they the victors
कितनी ही बस्तियाँ है जिन्हें हमने विनष्ट कर दिया इस दशा में कि वे ज़ालिम थी तो वे अपनी छतों के बल गिरी पड़ी है और कितने ही परित्यक्त उजाड़ कुएँ पड़े है और कितने ही पक्के महल भी
How many a city have We destroyed while it was a wrong doer and it lieth overturned on its roofs and how many a well abandoned and how many a castle fortifred
उनके पास उन्हीं में से एक रसूल आया किन्तु उन्होंने उसे झुठला दिया अन्ततः यातना ने उन्हें इस दशा में आ लिया कि वे अत्याचारी थे
And verily there had come unto them a Messenger Muhammad SAW from among themselves but they denied him so the torment overtook them while they were Zalimun polytheists and wrong doers etc
कितनी ही बस्तियाँ है जिन्हें हमने विनष्ट कर दिया इस दशा में कि वे ज़ालिम थी तो वे अपनी छतों के बल गिरी पड़ी है और कितने ही परित्यक्त उजाड़ कुएँ पड़े है और कितने ही पक्के महल भी
And many a township have We destroyed while it was given to wrong doing so that it lies in ruins up to this day and many a deserted well and lofty castles
