A people is any plurality of persons considered as a whole. Used in politics and law, the term "a people" refers to the collective or community of an ethnic group or nation. The term "the people" refers to the public or common mass of people of a polity. As such it is a concept of human rights law, international law as well as constitutional law, particularly used for claims of popular sovereignty.

மக்கள் என்ற தமிழ்ச் சொல்லிற்கு மானுடவினம், ஐம்பொறியுணர்வோடு மனவறிவு உடைய உயிரினம் என்று பொருள் கொள்ளலாம். இவர்கள் குறிப்பிட்ட பண்புகளுடன் குழுப்படுத்தப்படலாம் அல்லது எந்தவொரு பொதுப்பண்புகளும் இல்லாதவர்களாகவும் இருக்கலாம். நபர்கள் என்ற சொல் நபர்களின் தொகுதியைக் குறிக்கிறது. மக்களும் தனிநபர் தொகுதியைக் குறித்தாலும் இங்கு தனிநபர் பண்புகள் ஒருங்கிணைந்து ஒரு குழுப் பண்பு குறிக்கப்படுகிறது. எ.கா., காணாமல் போன நபர்கள் என்ற சொல்லில் எண்ணக்கூடியத் தன்மையைக் காணலாம். காணமல் போன மக்கள் என்ற சொல்லில் மானுடத்தில் இழக்கப்பட்ட ஏதாவதொரு கூறினைக் குறிக்கிறோம்.
