A slum is a highly populated urban residential area consisting of densely packed housing units of weak build quality and often associated with poverty. The infrastructure in slums is often deteriorated or incomplete, and they are primarily inhabited by impoverished people. Although slums are usually located in urban areas, in some countries they can be located in suburban areas where housing quality is low and living conditions are poor. While slums differ in size and other characteristics, most lack reliable sanitation services, supply of clean water, reliable electricity, law enforcement, and other basic services. Slum residences vary from shanty houses to professionally built dwellings which, because of poor-quality construction or lack of basic maintenance, have deteriorated.

ਝੁੱਗੀ ਝੌਂਪੜੀ ਸ਼ਹਿਰ ਦੀ ਸੰਘਣੀ ਅਬਾਦੀ ਵਾਲੀ ਬਹੁਤ ਹੀ ਨੀਵੇਂ ਪੱਧਰ ਦੀ ਰਿਹਾਇਸ਼ ਅਤੇ ਸਿਰ ਛਿਪਾਣ ਵਾਲੀ ਥਾਂ ਜਾਂ ਬਸਤੀ ਨੂੰ ਕਹਿੰਦੇ ਹਨ। ਇਸ ਬਸਤੀਆ ਦਾ ਅਕਾਰ ਦੇਸ ਦੇ ਮੁਤਾਬਕ ਵੱਖਰਾ ਵੱਖਰਾ ਹੋ ਸਕਦਾ ਹੈ। ਇਨ੍ਹਾਂ ਝੁੱਗੀ ਝੌਂਪੜੀ ਵਿੱਚ ਰਹਿਣ ਵਾਲੇ ਗ਼ਰੀਬ ਲੋਕਾਂ ਨੂੰ ਜ਼ਿੰਦਗੀ ਜਿਉਣ ਲਈ ਬਿਜਲੀ, ਪੀਣ ਲਈ ਸਾਫ਼-ਸੁਥਰਾ ਪਾਣੀ ਅਤੇ ਰਹਿਣ ਦੀਆਂ ਹੋਰ ਜ਼ਰੂਰੀ ਮੁਢਲੀਆਂ ਲੋੜਾਂ, ਬੱਚਿਆਂ ਦੇ ਪੜ੍ਹਨ ਲਈ ਸਕੂਲ ਅਤੇ ਸਿਹਤ ਸਹੂਲਤਾਂ ਵੀ ਨਸੀਬ ਨਹੀਂ ਹੁੰਦੀਆਂ। ਭਾਰਤ ਵਿੱਚ 93 ਮਿਲੀਅਨ ਲੋਕ ਝੁੱਗੀ-ਝੌਂਪੜੀਆਂ ਵਿੱਚ ਰਹਿੰਦੇ ਹਨ। ਹਰ ਸ਼ਹਿਰ ਦੀ 25 ਫ਼ੀਸਦੀ ਵਸੋਂ ਸਲੱਮ ਬਸਤੀਆਂ ਵਿੱਚ ਵਸਦੀ ਹੈ ਜਦੋਂਕਿ ਮੁੰਬਈ ਵਰਗੇ ਮਹਾਂਨਗਰਾਂ ਵਿੱਚ ਤਾਂ ਅੱਧੇ ਤੋਂ ਬਹੁਤੀ ਵਸੋਂ ਸਲੱਮ ਬਸਤੀਆਂ ਵਿੱਚ ਰਹਿੰਦੀ ਹੈ। ਗੰਦੀਆਂ ਬਸਤੀਆਂ ਦੇ 80-90 ਲੱਖ ਬੱਚੇ ਸਕੂਲ ਜਾਣ ਦੀ ਥਾਂ ਮਿਹਨਤ-ਮਜ਼ਦੂਰੀ ਅਤੇ ਭੀਖ ਮੰਗਣ ਲਈ ਮਜਬੂਰ ਹਨ। ਭਾਰਤ ਵਿੱਚ ਬਾਲ ਮਜ਼ਦੂਰੀ ਦੀ ਦਰ ਵਿਸ਼ਵ ਵਿੱਚ ਸਭ ਤੋਂ ਵੱਧ ਹੈ। ਸ਼ਹਿਰਾਂ ਵਿੱਚ ਸਲੱਮ ਖੇਤਰਾਂ ਦੇ ਵਧਣ ਦਾ ਕਾਰਨ ਪਿੰਡਾਂ ਦੇ ਗ਼ਰੀਬ ਲੋਕਾਂ ਦਾ ਸ਼ਹਿਰਾਂ ਵੱਲ ਨੂੰ ਪਰਵਾਸ ਕਰਨਾ ਹੈ ਜਿਸ ਦਾ ਮੁੱਖ ਕਾਰਨ ਪਿੰਡਾਂ ਵਿੱਚ ਰੋਜ਼ੀ ਤੇ ਰੁਜ਼ਗਾਰ ਦੇ ਮੌਕੇ ਦਿਨ-ਬ-ਦਿਨ ਘਟਣਾ ਹੈ।
