A monarch is a head of state for life or until abdication, and therefore the head of state of a monarchy. A monarch may exercise the highest authority and power in the state, or others may wield that power on behalf of the monarch. Usually a monarch either personally inherits the lawful right to exercise the state's sovereign rights or is selected by an established process from a family or cohort eligible to provide the nation's monarch. Alternatively, an individual may proclaim oneself monarch, which may be backed and legitimated through acclamation, right of conquest or a combination of means.

একজন রাজশাসক হলেন একজন রাষ্ট্রপ্রধান যিনি আজীবন বা নিজ থেকে ক্ষমতা ত্যাগ করার আগ পর্যন্ত ঐ পদে বহাল থাকেন, অর্থাৎ তিনি একটি রাজতন্ত্রের রাষ্ট্রপ্রধান। পুরুষ রাজশাসককে রাজা ও নারী রাজশাসককে রাণী বলা হয়। একজন রাজশাসক একটি সার্বভৌম রাষ্ট্রের সর্বোচ্চ কর্তৃত্ব ও ক্ষমতার অধিকারী হতে পারেন, কিংবা অন্য কোনও ব্যক্তি বা ব্যক্তিবর্গ তাঁর হয়ে ঐ ক্ষমতার অধিকারী হতে পারেন। সাধারণত একজন রাজশাসক রাষ্ট্রের সার্বভৌম অধিকারসমূহ প্রয়োগ করার আইনি অধিকার ব্যক্তিগত উত্তরাধিকারসূত্রে লাভ করেন কিংবা তিনি জাতিকে রাজশাসক প্রদানের যোগ্য কোনও পরিবার বা গোষ্ঠী থেকে প্রতিষ্ঠিত কোনও প্রক্রিয়ার মাধ্যমে নির্বাচিত হতে পারেন। বৈকল্পিকভাবে একজন ব্যক্তি নিজেই নিজেকে রাজশাসক ঘোষণা করতে পারেন, এবং তাঁকে সোৎসাহ সমর্থন (acclamation), বিজেতার অধিকার বা একাধিক উপায়ের সমবায়ে সমর্থন দেওয়া হতে পারে ও রাজনৈতিকভাবে বৈধতা দান করা হতে পারে।
