अगर किसी के पास कोई अधिकार है, तो वह तब तक उसका उपभोग नहीं कर सकता जब तक दूसरा एक दायित्व (Obligation) के रूप में उस अधिकार का आदर न करे। इस लिहाज़ से अधिकार और दायित्व एक ही सिक्के के दो पहलू हैं। व्यक्तिगत अधिकारों को तभी तक जारी रखा जा सकता है जब तक राज्य की संस्था उनकी सुरक्षा करने के गुरुतर दायित्व का पालन करने के लिए तैयार न हो। लेकिन अगर यह मान लिया जाए कि नागरिकों के हिस्से में केवल अधिकार आयेंगे और राज्य के हिस्से में केवल दायित्व, तो व्यवस्थित और शिष्ट नागरिक जीवन असम्भव हो जाएगा। इसीलिए नागरिकता की अवधारणा में दायित्वों और अधिकारों के मिश्रण की तजवीज़ की गयी है। इनमें सबसे ज़्यादा बुनियादी अवधारणा ‘राजनीतिक दायित्व’ की है जिसका संबंध नागरिक द्वारा राज्य के प्राधिकार को मानना और उसके कानूनों का पालन करने से है। अराजकतावादी चिंतक व्यक्ति की स्वायत्तता को किसी भी तरह के दायित्व के बंधन में नहीं बाँधना चाहते, पर उन्हें छोड़ कर बाकी सभी तरह के चिंतकों ने यह समझने में काफ़ी दिमाग़ खपाया है कि क्या व्यक्ति के राजनीतिक दायित्व होते हैं और अगर होते हैं तो उनका समुचित आधार क्या है। कुछ विद्वानों के मुताबिक ‘सामाजिक समझौते’ के तहत व्यक्ति को बुद्धिसंगत और नैतिक आधार पर राज्य के प्राधिकार का आदर करना चाहिए। कुछ अन्य विद्वान इससे भी आगे जा कर कहते हैं कि दायित्व, जिम्मेदारियाँ और कर्त्तव्य केवल किसी अनुबंध की देन न हो कर किसी भी स्थिर समाज के आत्यंतिक लक्षण होते हैं। विद्वानों में इस बात पर ख़ासा मतभेद है कि राजनीतिक दायित्वों की हद क्या होनी चाहिए। आख़िर किस बिंदु पर एक कर्त्तव्यनिष्ठ नागरिक राज्य के प्राधिकार का आदर करने के दायित्व से मुक्त महसूस कर सकता है? क्या ऐसा भी कोई बिंदु है जब वह सभी तरह के राजनीतिक दायित्वों को नज़रअंदाज़ करके विद्रोह करने के अधिकार का दावा कर सके?

There are also obligations in other normative contexts, such as obligations of etiquette, social obligations, religious, and possibly in terms of politics, where obligations are requirements which must be fulfilled. These are generally legal obligations, which can incur a penalty for non-fulfilment, although certain people are obliged to carry out certain actions for other reasons as well, whether as a tradition or for social reasons.
