Autocracy is a system of government in which absolute power is held by the ruler, known as an autocrat. It includes most forms of monarchy and dictatorship, while it is contrasted with democracy and feudalism. Various definitions of autocracy exist. They may restrict autocracy to cases where power is held by a single individual, or they may define autocracy in a way that includes a group of rulers who wield absolute power. The autocrat has total control over the exercise of civil liberties within the autocracy, choosing under what circumstances they may be exercised, if at all. Governments may also blend elements of autocracy and democracy, forming an anocracy. The concept of autocracy has been recognized in political philosophy since ancient times.

ಆಧುನಿಕ ರಾಜ್ಯ ಶಾಸ್ತ್ರಜ್ಞರು ಅನೇಕ ಅರ್ಥಗಳಲ್ಲಿ ನಿರಂಕುಶ ಪ್ರಭುತ್ವ ಪದವನ್ನು ಬಳಸಿದ್ದಾರೆ. ಸ್ವೇಚ್ಚೇಯಿಂದ ಆಳುವ ರಾಜತ್ವ, ಏಕೈಕ ಮುಖಂಡನ ಅಧೀನದಲ್ಲಿರುವ ರಾಜ್ಯ, ಸಮಗ್ರವಾದಿ ಸಿದ್ಧಾಂತವನ್ನು ಒಪ್ಪಿಕೊಂಡಿರುವ ಏಕೈಕ ಪಕ್ಷದ ಒಡೆತನ ಮುಂತಾದ ಅರ್ಥಗಳಲ್ಲಿ ಇದನ್ನು ಬಳಸಲಾಗಿದೆ. ಒಟ್ಟಿನಲ್ಲಿ ಆಳುವ ಪ್ರಭು ತನ್ನಲ್ಲೇ ಕಾರ್ಯಾಂಗ ಮತ್ತು ಶಾಸಕಾಂಗಗಳನ್ನು ಆರೋಪಿಸಿಕೊಂಡು ಯಾವ ಶಾಸನಕ್ಕಾಗಲೀ, ಸಂವಿಧಾನಕ್ಕಾಗಲೀ ಬದ್ಧನಾಗದೇ ತನ್ನ ಆಜ್ಞೆಯೇ ಶಾಸನವೆಂದು ಭಾವಿಸಿ ಅದನ್ನು ಜನತೆಯ ಮೇಲೆ ಹೇರಿ ನಡೆಸುವ ಸರ್ಕಾರ ಪದ್ಧತಿ ಇದು. ಇಂಥ ಸರ್ಕಾರದಲ್ಲಿ ನ್ಯಾಯ, ಧರ್ಮ, ಆರ್ಥಿಕ, ಸಾಮಾಜಿಕ ರೀತಿ ನೀತಿಗಳು ಎಲ್ಲವೂ ಪ್ರಭುವಿನ ಆಜ್ಞೆಯಿಂದ ರೂಪಿತವಾಗುತ್ತದೆ. 17ನೆಯ ಶತಮಾನದ ಅಂತ್ಯ ಮತ್ತು 18ನೇ ಶತಮಾನದ ಪ್ರಾರಂಭದಲ್ಲಿ ಫ್ರಾನ್ಸ್‍ನ ದೊರೆಯಾಗಿದ್ದ 14ನೇ ಲೂಯಿ ಹೇಳಿದ ನಾನೇ ರಾಜ್ಯ ಎಂಬ ಮಾತು, ಈ ಪದ್ಧತಿಯ ಸ್ವರೂಪವನ್ನು ತಿಳಿಸುತ್ತದೆ. ಆಧುನಿಕ ಫ್ಯಾಸಿಸ್ಟ್, ನಾಟ್ಸಿ ಮತ್ತು ಸಾಮ್ಯವಾದಿ ಸರ್ವಾಧಿಕಾರಿ ಸರ್ಕಾರಗಳು ನಿರಂಕುಶ ಪ್ರಭುತ್ವದ ಉದಾಹರಣೆಗಳು. 20ನೇ ಶತಮಾನದ ಮಧ್ಯೆದಲ್ಲಿ ನಿರಂಕುಶ ಪ್ರಭುತ್ವವೆಂದರೆ, ಪಾಶ್ಚಾತ್ಯ ಮಾದರಿಯ ಪ್ರಜಾಪ್ರಭುತ್ವಕ್ಕೆ ತೀರಾ ವಿರುದ್ಧವಾದ ಸರ್ಕಾರ ಪದ್ಧತಿ ಎಂಬ ಅಭಿಪ್ರಾಯ ಬಂದಿದೆ. ಪ್ರಜಾಪ್ರಭುತ್ವದಲ್ಲಿ ಚುನಾವಣೆಗಳ ಮೂಲಕ ಸರ್ಕಾರದ ಅಧಿಕಾರವನ್ನು ಪರಿಮಿತಗೊಳಿಸಲಾಗುತ್ತದೆ ಹಾಗೂ ಅಧಿಕಾರದ ಹಂಚಿಕೆಯಾಗಿರುತ್ತದೆ.
