ഒരു വ്യവസ്ഥാപിത സമൂഹത്തിന്റെ സുസ്ഥിര നിലനില്പിനായി അതിലെ അംഗങ്ങളായ വ്യക്തികളുടെ സ്വഭാവം, പെരുമാറ്റം, പ്രവൃത്തി, സ്വാതന്ത്ര്യം, അവകാശം തുടങ്ങിയവയ്ക്കുമേൽ ബാധകമാക്കപ്പെടുന്ന നിയന്ത്രണം, അതിര്, വിലക്ക് എന്നിവയുടെ സമാഹാരമോ സംഹിതയോ സംഘാടനമോ ആണ് നിയമം. ഇത് മനുഷ്യർ തങ്ങളുടെ പെരുമാറ്റം മറ്റുള്ളവ അംഗീകരിക്കുന്നതിനായി അനുഷ്ഠിക്കേണ്ടതോ പാലിക്കേണ്ടതോ ആയ ക്രിയാപരവും പെരുമാറ്റപരവും ആയ നിയന്ത്രണവ്യവസ്ഥയാണ്. സമൂഹത്തിന്റെ കൂട്ടായ്മയുടെ ആധികാരികതയാൽ വ്യക്തിയ്ക്കുമേൽ പ്രാബല്യത്തിലാക്കുന്ന ആചാരം, മുറ, അടക്കം, നിയന്ത്രണം ഇവയൊക്കെ നിയമത്തിൽ ഉൾപ്പെടുന്നു.
