औद्योगिक माँगों की पूर्ति कराने के लिए हड़ताल मजदूरों का अत्यंत प्रभावकारी हथियार है। औद्योगिक विवाद अधिनियम 1947 में हड़ताल की परिभाषा करते हुए लिखा गया है कि औद्योगिक संस्थान में कार्य करनेवाले कारीगरों द्वारा सामूहिक रूप से कार्य बंद करने अथवा कार्य करने से इनकार करने की कार्यवाही को हड़ताल कहा जाता है।
