वैदिक युग की अनेक जनतांत्रिक संस्थाओं में सभा एक थी। सभा के साथ ही एक दूसरी संस्था थी, समिति और अथर्ववेद में उन दोनों को प्रजापति की दो पुत्रियाँ कहा गया है। इससे यह प्रतीत होता है कि तत्कालीन वैदिक समाज को ये संस्थाएँ अपने विकसित रूप में प्राप्त हुई थीं। उसका तात्पर्य सभास्थल और सभा की बैठक, दोनों ही से था।
