A lottery is a form of gambling that involves the drawing of numbers at random for a prize. குலுக்கல் பரிசுச் சீட்டு என்பது இந்தியாவில் சில மாநிலங்களில் நடைமுறையிலுள்ள குலுக்கல் பரிசுத் திட்டத்திற்கான சீட்டாகும். இந்த குலுக்கல் பரிசுத் திட்டம், 1998 ஆம் ஆண்டு இந்திய குலுக்கல் ஒழுங்குமுறைச் சட்டத்தின் கீழ் நடத்தப் பெறுகின்றன. இந்தியா முழுவதும் விற்பனை செய்யப்படும் பரிசுச் சீட்டுகளில் குலுக்கல் முறையில் தேர்வு செய்யப்படும் எண்களைக் கொண்ட சீட்டு உடையவர்களுக்குப் பரிசுகளை அளிக்கும். இந்தியாவில் சில மாநில அரசுகள் குலுக்கல் பரிசுச் சீட்டுத் திட்டத்தை செயல்படுத்தி வருகின்றன. குலுக்கல் பரிசுச்சீட்டுத் திட்டத்தில் அருணாசலப் பிரதேசம், நாகலாந்து, மிசோரம், சிக்கிம் போன்ற மாநிலங்கள் முதன்மையாக இருக்கின்றன. இந்தியாவில் 2001-2002 ஆம் ஆண்டில் அதிகமான குலுக்கல் பரிசு சீட்டுகள் விற்பனையாகும் மாநிலமாகத் தமிழ்நாடு இருந்தது. குலுக்கல் பரிசுச் சீட்டு முடிவுகளை வெளியிடுவதற்கென்றே இரண்டு நாளிதழ்கள் தமிழ்நாட்டில் வெளியாகிக் கொண்டிருந்தன. தமிழ்நாட்டில் தினக்கூலிப் பணியாளர்களும், குறைவான வருமானம் உள்ள ஏழை மக்களும் இப்பரிசுச் சீட்டில் ஆசை கொண்டு அதிக அளவில் சீட்டுகளை வாங்குவதால் அவர்களது குடும்பத்திற்கு உணவு, பொருளாதாரப் பாதிப்புகள் ஏற்படுகிறது என்று கூறி தமிழ்நாடு அரசு குலுக்கல் பரிசுச் சீட்டுத் திட்டத்தை 2003 ஆம் ஆண்டில் நிறுத்தியதுடன் பிற மாநில குலுக்கல் பரிசுச்சீட்டு விற்பனைக்கும் தடை விதித்தது.
