This is probably some clever punning but I could not make out what it means.
Can you please translate?
புரிந்தவர்களுக்கு மட்டும் !
சொல்லலாம் புரிந்துகொல்பவற்கு!
கொள்பவர்க்கு கொல்பவர்க்கு அல்ல !
The first line probably means : Only for those who can understand
The second line : We can tell/ explain to those who can understand
The third line? But not to those who seize/grasp and kill?
The third line makes no sense to me.

It is certainly a pun on the words கொல் (kill) and கொள் (perceive)
I have tried my best to translate:
Only for those who comprehend!
Can tell to those who comprehend and kill!
(Only) Ones who perceive not ones who kill!
