The difference is that USKA is used for singular and UNKA is used for Plural. Though UNKA also is used for your elders or respected ones.

The meaning of this word in English is
USKA - HIS/HER
UNKA - THEIR (But if it is used for a single person out of respect, HIS/HER)

Male - USKA           Female - USKI
Like in the example given by you, the sentence
USKA NAAM KYA HAI? can be used for both genders. Note that, the gender of this word is not related to the person about whom the sentence is. It is correlated to the 2nd noun which in this case is NAAM (Name which is considered as Masculine Gender). Other examples -
USKI AANKHEIN NEELI HAIN.  (His/Her eyes are blue). In this case, we used USKI bcoz Eyes (AANKHEIN) is Feminine.

CAN SOMEBODY PLEASE HELP ME?
LITERAL TRANSLATION - Kya koi kripya meri sahayata/madad kar sakta hai?
COLLOQUIAL FORM - (Address the person like sir/madam/bhaisahab/bhaiya/bahanji etc.), kya meri thodi madad kar sakte hain??
