इस प्रकार 2006 तक सद्दाम के पास परमाणु क्षमता होगी और किसी को भी जानना चाहिये कि वह इसे प्रयोग करेगा। इस सम्भावना के चलते पहले ही आक्रमण करना चाहिये जो कि केवल परामर्श की बात नहीं है वरन आवश्यक है।
