साहुकार वह समूह या व्यक्ति होता है जो व्यक्तिगत तौर पर कर्ज़ मुहैया कराता है। वह बैंक या किसी और वित्तीय संस्था से अलग होता है और उनसे कई अधिक ब्याज वसूलता है। वह बैंक रहित क्षेत्रों में कर्ज़ देने में अहम भूमिका निभाते हैं। कई देशों में साहुकार को आवश्यक रूप से पंजीकरण कराना होता है और कानून द्वारा ब्याज की सीमा निर्धारित होती है। अधिनियम के तहत लाइसेंसधारक साहूकार अगर मनी लॉन्ड्रिंग एक्ट के तहत कारोबार नहीं करता है तो उसका लाइसेंस निरस्त किया जाता है । ऐसे साहूकारों के लिए ऋण पर वाणिज्यिक बैंक की दर से ब्याज लेने का प्रावधान है। बिना लाइसेंस के ब्याज पर ऋण देना प्रतिबंधित है। अगर कोई व्यक्ति ऐसा करता पाया जाए तो उसके खिलाफ धारा-22 के तहत कानूनी कार्रवाई होती है।
