I think there is play upon the meaning of “Raat” in this couplet.
Raat usually means night, so Raat bhar means all night.
Raat can also mean zindagi in Urdu.
So may be the author is complaining against life for making him pass sleepless nights and wants revenge.

The only translation that I am able to think of is:

May Life be kept awake all night just once.
Let it also know what we have to suffer

मुझे लगता है कि ‘रात’ का अर्थ ‘रात’ ही है, ‘जिंदगी’ नहीं। क्‍योंकि शायर यह कहना चा‍हता है कि - रात भर जागने से हमें क्‍या परेशानी होती है यह महसूस कराने के लिए रात को एक बार पूरी रात भर जगाया जाए।
