He has since been forced to scout for companies abroad

The ppp model has since taken a harsh twist .

We have suffered for decades from local overdrawing on water

The likes of swami and his family have suffered for generation from this overuse of ground water.

Will attempt this later today if Sakshi or narmaprem does not beat me to it.
I need my laptop for difficult translations.
Right now I am using my iPad.
Hindi typing is not easy on this iPad.

(since का अर्थ हिंदी में - तब से, इसलिए, उस समय से आदि बहुत हैं। context के अनुसार चुनें। )

उसे तब से/इसलिए विदेशी कंपनियों के लिए जासूसी करने हेतु बाध्‍य/मजबूर किया गया।
तब से पीपीपी मॉडल ने एक  तेज़ मोड लिया। अथवा तब से पीपी मॉडल के मायने पूरी तरह बदल गए।

स्‍थानीय लाेगों द्वारा पानी के अंधाधुंध दोहन से हमने कई दशकों तक परेशानी झेली है। 
स्‍वामी और उसके परिवार जैसे लोगों ने कई पीढि़यों तक पानी के इस दुरुपयोग/अधिक उपयोग से परेशानी झेली है।

I am unable to understand your question.
You always ask “Why” a particular tense is used.
Let me ask “why not”

As long as it is not wrong, you can use present tense, present continuous tense, past tense, present perfect tense, past perfect tense etc
It depends on what you want to say or mean to say.
That is why so many tenses have been provided by Grammar and are available.

Narmaprem has only translated the original sentence and he has done it correctly
You ask “why present perfect tense is used”
That is because, the present perfect tense has been used in the original sentence and so in the translation too it must be used for getting a correct translation.,
Now, if you ask why it is used in the original sentence, the reason is: it is what the speaker meant to say or wanted to say.

However if you feel that present tense must not be used in the translation, because in the original sentence a different tense has been used, then you are asking a valid question.

जैसा कि गुरु जी ने कहा, आपके अंग्रेजी वाक्‍यों के अनुसार मैं उसका हिंदी अनुवाद करता हूं,  पूरा ध्‍यान रखता हूं कि जिस tense का उपयोग हुआ है, उसीका मैं हिंदी में भी उपयोग करूं। अगर इसमें कुछ गलती होती है, तो मैं दूसरे जानकार सदस्‍यों के मत के अनुसार सुधार करता हूं या उनके सुधारों को मान लेता हूं।

आपका प्रश्‍न मुझे कुछ समझ नहीं आया कि आप पूछना क्‍या चाहते हैं? क्‍या सुधार चाहते हैं?

Preshaani Jheli Hai
or
Pareshaani Sahan Ki Hai
or
Pareshaani Sahi Hai.
or
Pareshaani Uthaai Hai.
or
Kast Jhela hai/Sahan Kiya Hai.
