Please advise, when we use how long and by when in sentence

Please advise, when we use how long and by when in sentence

——how long-  (और) कितनी देर
How long will you stay here?
How long does it take by bus?
How long does it take by car
How long will the storm last?
  by when -जब तक
“The date by when the proposal is to be returned.”
“Can you please let me know by when you want it completed.”
‘By when’ is rarely used.Normally ‘By’ is not attached.

I guess, you may be knowing how “when” is used to denote ‘time’. If “By” is used before a time, it would mean ‘before that time’. For example…

He reaches here by 10 o’ clock. (=He has a habit of reaching here before 10 o’ clock)
He will finish his work by 5 p.m. (=He will finish his work before 5 p.m.)
