by when -जब तक
“The date by when the proposal is to be returned.”
“Can you please let me know by when you want it completed.”
‘By when’ is rarely used.Normally ‘By’ is not attached.

MemberI guess, you may be knowing how “when” is used to denote ‘time’. If “By” is used before a time, it would mean ‘before that time’. For example…
He reaches here by 10 o’ clock. (=He has a habit of reaching here before 10 o’ clock)
He will finish his work by 5 p.m. (=He will finish his work before 5 p.m.)
