Pakistan supreme court ne ek aur hindu mandir ko dobara se bnane ka aadesh diya hai.Iss mandir ko 1997 main todh diya tha . Is ke baad iss jagah par ek neta ne kabja kar liya tha

Pakistan Supreme Court has ordered to rebuild a Hindu temple that had been demolished in 1997.

Since, I can’t figure out what is meant by “lab ja kar liya tha” I am leaving the last sentence to others here to translate.

Had been kyun use kiya hai , past simple kyun nahi use kiya hai since date toh specific hai 1997 bhi di gayi hai
And kon sa concept use kiya hai apne hai , and over past kaha hai issme

When the events of a story are told in the order in which they occurred, the past simple tense is used:

I missed the last bus, so I only got home at about 6 o’clock. I was really tired, so I took a hot bath. Then I made some dinner and watched a film. At 10, I was in bed.

However, if the events are told in a different order or there are references to an earlier time, the past perfect tense is used to express the earlier events:

I only got home at about 6 o’clock because I had missed the last bus. I was really tired, so I took a hot bath. Then I made some dinner and watched a film I had borrowed from my friend Sheila earlier that week. At 10, I was in bed. It had been a long day.

Would you like to answer why we change Past Simple into Past Perfect in narration?

Your doubt is well-founded. There is no need to use Past perfect there, when it comes to a second thought since it is very clear from the sentence that the temple was demolished in1997.

Btw, the reason for me to consider Past Perfect in my first attempt is that I wanted the readers to make aware that there is a time lag between those two actions, i.e., the court order and demolition of the temple.

—But in #4, he himself is describing his story. Actually, We use Simple Past if we give past events in the order in which they occured. However, when we look back from a certain time in the past to tell what had happened before, we use Past Perfect.  Generally, when we use the past perfect tense of the verb, we should not indicate the time expression.

I’d like to answer, “Yes!”. The main motive of using Past Perfect is to make the writing free from all ambiguity regarding time. In the original question, it is not necessary that the speaker/writer should use Past Perfect, since the year given in the sentence makes it very clear for the reader the context.

Have you cooked up this entire incident for the sake of knowing how Past Perfect is used correctly?

You said the temple was knocked down in 1997. Then how a leader (or neta) could seize the same temple? When the temple was razed to the ground, there was no temple at all. Then how could anybody bring “the temple” under his control?
