Since GV Sir has already mentioned the name of the show I will explain it here. In the afore mentioned show Barney, Ted and Marshal are best friends. Barney is a playboy or Casanova kind of character, Ted is always friend-zoned and only Marshall is in a stable relationship. So the sentence above has actually been quoted from a Facebook post which I only saw yesterday. And it means that every boy thinks that he attracts all the girls like Barney, however he actually is a Ted who cannot hold a relationship long enough. But the speaker wants to be in a stable relationship like Marshall who had a girlfriend from the college days itself and now is married to him whose name is Lily Aldrin.
