what needs to be done and what need to be done both are correct but then, Is there any difference in terms of their usage?

Both of these sentences are the same in the terms of meaning and usage as well. Both of them cannot occur independently.

Ex: Do what needs to be done when it needs to be done without taking no for an answer.
    I do what needs to be done.
    A lot of what needs to be done here will have to be done quietly, without any discussion.


These skills come from the principal’s knowledge of the school or district and what is needed to be done to improve education for all students.
We are doing work that is needed to be done in this generation and in this section of our country.

I see no difference in both the sentences. Both are having same meaning.
