“I will explain you.” is wrong. The correct way is “I will explain (it) to you.

Now, let’s analyze this sentence in detail. What’s the meaning of the Hindi sentence.
ye puchho, uss ne kya nahin kiya hai?
It means the ‘person mentioned’ did a lot of things that it is difficult to say ‘what not’.
So I think the translation would be…
Ask, “What hasn’t he done?”

I will explain to you is correct… you can say”,ask what he didn’t do! Or, what he hasn’t done! Both correct

I agree with AngelShakshi.

This sentence is consider in present perfect tense.
Did is the past form of do which is use in past indefinite.
Grammatical has is correct, but in normal conversation both lines are used. 
But Did is not correct here.
