I could not understand your question.
The original sentence is quite correct.
Since it is written in Roman script, there might be some doubts.
In Devnaagari script the sentence would read.
Sir, राजपाल कल भी नहीं आएगा। उसका call आया थ। वह बोल रहा था पैसे का इन्तजाम करना है तो नहीं आ पाऊँगा।
नहीं आ पाऊँगा is quite correct . It means “unable to come”
What exactly is your doubt? Please clarify.

The term ‘( Shabda ) paunga is new to me.
I thought it was aap aavoonga which i myself felt is totally wrong.

Glad to note that you have now understood.
My main problem with some of the questions here is that people use horrible spelling when they type Hindi in Roman script.
Some of them are probably typing and sending from their cell phones and “autocorrect” does a lot of mischief, which they don’t see before posting. In many cases autocorrect works as if it is “auto wrong”.
I wish there was a standard way to type Hindi in Roman script.
Now each one is typing in his own way and it is up to us to understand what is being typed.
